     Environmental pollution liability insurance appeared earlier in Western countries in the 1960s and 1970s. The Ministry of Environmental Protection, the China Insurance Regulatory Commission and other relevant national administrative departments are actively involved. Promote environmental pollution liability insurance, stipulating that “By 2015, the environmental pollution liability insurance system will be relatively complete and will be promoted nationwide. Insurance coverage will gradually expand, protection capabilities will continue to increase, risk assessment, loss assessment, liability determination, accident handling, and funding Compensation and other mechanisms have been continuously improved, enabling the system to play an active and effective role in dealing with losses caused by environmental pollution accidents.”

In 2008, the pilot work of national environmental pollution liability insurance was launched in Jiangsu, Hubei, Hunan, Chongqing, Shenzhen, Ningbo and other places, and it was preliminarily determined to be enterprises that produce, operate, store, transport, and use hazardous chemicals, which are prone to pollution accidents. Chemical companies and others are the main targets to carry out pilot projects. As of the end of 2011, the area for conducting environmental pollution liability insurance pilot projects has expanded to 14 provinces and cities.
